What is the Residential Zoned Land Tax?
The Residential Zoned Land Tax (RZLT) is a tax introduced to encourage the development of land within designated residential zones and to reduce land hoarding.
For the 2026 filing period, property owners should note that RZLT returns must be filed and the tax paid on or before 23 May 2026. Failure to meet the deadline may result in penalties and interest. Early preparation is advisable to ensure compliance and avoid unnecessary costs.
Key Features
-
Rate: 3% of the market value of the land.
-
Nature of the tax: Designed primarily as a behaviour-changing measure to encourage the activation of zoned and serviced land for housing, rather than as a major revenue raiser.
-
Legislation: Introduced by section 80 Finance Act 2021 and contained in Part 22A TCA 1997.
-
First chargeable date: Charged on 1 February each year, starting in 2025.
What Land is Within Scope?
Land is within scope where it is:
-
Zoned for residential use, or mixed use including residential
-
Serviced, with infrastructure such as roads, water and wastewater in place
-
Included on the local authority’s annually revised RZLT map
Residential properties already subject to Local Property Tax (LPT) are generally outside RZLT. However, large gardens or yards over 0.4047 hectares require registration, although the owner is not typically liable.
Key Exclusions
RZLT does not apply to, for example:
-
Existing habitable dwellings and their curtilage
-
Land used for utilities, transport, social, community or recreational purposes
-
Land used to provide local services consistent with a residential area, such as a corner shop
-
Derelict sites already liable to the derelict sites levy
-
Certain land identified in development plans for phased rather than immediate development
Obligations for Landowners
Landowners must:
-
Check the local authority’s RZLT map each year
-
Register with Revenue if they own land within scope
-
Self-assess the market value
-
File an annual RZLT return and pay by 23 May
-
Maintain records to support valuations and any claims for exemption or deferral
Exemptions and Deferrals
Exemptions may be available, including:
-
Where a landowner included on the 2025 map requests rezoning between 1 February and 1 April 2025 and meets specific conditions
-
Where development is blocked by judicial review or pre-existing contractual obligations, subject to conditions
Deferrals may apply, meaning the tax is temporarily not payable:
-
For 12 months following the grant of planning permission
-
While development is ongoing
-
While certain appeals or judicial reviews relating to planning decisions or inclusion on the map are in progress
In some cases, deferred RZLT may ultimately no longer be payable if development is completed within specified time limits.
Compliance and Enforcement
Non-compliance, including failure to register, undervaluation, late filing or late payment, can result in:
-
Interest, penalties and surcharges
-
The unpaid RZLT, together with interest, becoming a charge on the land
